    California is the most active modular and prefab market in the country, and the most regulated. Title 24 energy code, CALGreen, statewide ADU preemption from the 2017 reforms forward, and a wildfire overlay that touches more than a third of the state shape every spec conversation. Coastal seismic zones, Sierra snow loads, Central Valley heat, and the high desert all sit inside one set of rules.     How We Built This List

    We filtered for California HCD insignia or HUD label, Title 24 energy code compliance as a baseline, CALGreen compliance, wildfire WUI compliance for the operators serving fire-zone counties, and a real factory or partner factory with documented delivery history in California. ADU-specific operators were evaluated against the post-SB 9 and post-AB 2221 regulatory environment. We did not include import kits, drop-shippers, or operators without an HCD-recognized certification path.

    We also weighted the operator's track record on the longer California timelines. Modular factories that ship to California for the first time often misjudge HCD inspection cycles, Coastal Commission review where applicable, and local utility hookup timelines that can add months to a project. The operators on this list have done California work repeatedly, and their builder and set partners know the jurisdictions.     State-Specific Considerations

    Set logistics in California can quietly become the most expensive line item. Hillside lots in Marin, Topanga, and the Berkeley hills often require crane sets with permits across public streets. Coastal Commission jurisdiction adds review timelines that delay otherwise straightforward projects. Wine country and Sierra foothill lots may require road improvements for module delivery that the manufacturer does not handle. Confirm the set partner's California experience before signing — a factory that has shipped 200 modules into California has a working set network; one that has shipped two will be improvising on yours.

    Title 24 is the spec to confirm line-by-line — every operator on this list builds to it, but the verification (a Title 24 energy report) needs to be in the buyer's hand before signing. CALGreen mandatory measures apply to almost all new residential construction. Wildfire WUI compliance is required in the State Responsibility Area and in Local Responsibility Area Very High fire-zone — Chapter 7A of the California Building Code drives the spec, and operators serving fire-zone counties build to it.

    The 2017 forward ADU reforms (continued through SB 9 and SB 1211) preempted most local ADU obstructions. Most California cities now allow at least one ADU and one JADU on a single-family lot, with state-mandated approval timelines and reduced parking and setback requirements. The detail to confirm: owner-occupancy rules and short-term-rental restrictions vary by city.
